Is it just me, or does this form of thread subscription not work at all? I subscribed to a few threads and selected "Instant Notification by ICQ" but even though there were new replies, I never received a message on ICQ...
And yes, I have Email Express or whatever it is called enabled.

It appears as a notification option if you have a ICQ number specified in your profile.mmh ... I've just got an Idea: Why don't you use cURL-Functions to send the message though the ICQ-Pager?
This works like a charm with the instant-messaging-form.
becuase not everyone has curlYes, but many have. And you could possibly use fopen as an alternative, like it's being done for the Paypal-subscriptions.
Anyway, just because not everyone has it, this doesn't mean not to implement it. The old method doesn't work and it seems, that this won't change in the near future, so you have the choice between a method, that should work on a wide spread of servers and a method, that isn't working on any server.
